Description:
Open Junior Secondary School (OJSS) is sub system of the education system in Indonesia. OJSS was established in 1979 as an experiment to extend educational opportunity. It is designed for disadvantaged elementary school graduates who are unable to continue their education because of geographical and social-economic constraints. Five OJSS were opened in 1979, three in Java and one each in Sumatra and West Nusa Tenggara. Since 1989 and particularly by the introduction of the universal Nine Year Basic Education (UBE) in 1994, by the end of 1998, 3773 OJSS has been operating throughout the country with the total number of 376,620 students. It is planned that by the end of 2003/2004 there will be 12,385 OJSSs operating in Indonesia to provide secondary education to 2.25 million students. The OJSS uses the same curriculum as that used by the regular Junior Secondary Schools (JSS). Subjects include mathematics, biology, physics, English, and Indonesian language, Pancasila moral education, geography, economics, national history, arts, physical education and health, religion, and vocational skills.

OJSS students receive the same certificate as regular JSS students after sitting the same final examination. OJSS graduates enjoy the same rights and opportunities as regular JSS graduates.

Applicants are normally elementary school graduates.

Services:
The main media used are self-instructional printed modules, supported by radio, audio cassettes, slides and video programmes. Each OJSS has a base school - a regular JSS to which the OJSS is affiliated. The OJSS may utilise facilities and equipment of its Base School, which includes classrooms, the library, the laboratory and the sports ground. The Base School is the centre of activities of an OJSS and the face-to-face sessions between students and teachers usually occur there once a week. For a learning centre, the OJSS may make use of any available rooms in the village. These will include elementary school buildings, village hall or private homes.

Four types of teachers serve OJSSs. The first is the 'Guru Bina', who is a qualified subject teacher at the regular JSS. The second is the 'Guru Pamong', who may be a primary school teacher or a local person who is assigned to manage, organise and supervise a learning centre and facilitate student learning. The third is the 'Guru Pamong Khusus', who is a local person who has a specialised skill and is assigned to teach practical subjects. The fourth is the 'Guru Bimbingan dan Penyuluhan', or guidance and counselling teacher.

Statistical summary:
By the end of 1997, 2,556 Open Junior Secondary Schools had been established throughout Indonesia and had served over 200,000 students. It is planned that by the end of 2003/04 there will be 12,385 OJSSs operating in Indonesia to provide secondary education to 2.25 million students.
